Maurice, Don't go cynical. Some guys just get eventually caught by the Peter principle. The US Armed Forces have an up or out policy. You have to keep making your promotions. Failure to get promoted results in discharge or retirement. This assures that nearly everyone eventually gets promoted beyond their ability. uw
