Yep.. And it preserves the "good 'ol boy" system because they tend to stick together to get one another promoted.

A few actual "warriors" tend to squeak through, but normally only after having realizing they have to "play the game".

But Clark seems to have been a pretty smart cookie. In fact, maybe just a little too smart for his own good. His performance in Kosovo proved he's a prima donna and tough to manage.

Guys like Patton could get away with such behavior without being forced into retirement, because they could back it up with their warrior abilities. But during peacetime, there is little tolerance for such attitudes.
