And it is happening in concert with another huge disruptor, that is the state and local governments are all broke in part because the states are providing healthcare for more and more citizens many of whom are employed.

California recently passed legislation (which will surely be overturned) to require employers to provide healthcare. The real intent is to force large corporations to pay for their own expenses vs. what they are doing now... using "contractors" for labor who pay no benefits and low wages.
