If Arnold is "fiscally conservative", then why was he the driving force behind a ballot proposition that has Californians spending millions more "for the children"? The state's finances were already known to be dicey when he became the front man for this bit of Government Compassion.

It was his initial foray into California politics. He did it, of course, to make a name for himself as a player in state politics. That this didn't also establish him as an advocate of big spending is a tribute to his PR machine.
