The recession started in March 2001, nine months after the Bushie phony energy crisis, partly because of the dot-bombs and partly because Bush was going to dismantle the Clinton economic policies and fix something that wasn't broken. Bush-Cheney also talked up the recession as they came into power, the better to try and blame it on Clinton and make an excuse for excessive tax breaks to the rich. Bottomline, there never was a Clinton recesion. It started three months after he left office, partly because the Bush Fatcor bummed out the markets even further. The florida debacle didn't help either.
