I don't think you are nearly cynical enough to understand that "Bush and the dems" have known for a very long time that the American worker is a designated victim in the NAFTA and WTO process. But they just didn't care because the bribes that keep Bush and the dems in office come from corporate interests who were in favor of shipping our jobs overseas and still are today.

What you will find is that, in preparation for the election, Bush is going to do some very slick PR work to paste over the basic thrust of his anti-worker policies with some initiatives that will surprise and please the public next year. What I think is going on here is that Bush realizes that there is anxiety in the nation regarding the drastic job losses under his whip. So, what he can do for a few months is to reverse this trend. And what the media will gladly report (since they are part of this fraudulent conspiracy) is that jobs are coming back to America! Hallelujah! Bush's policies are working! We are all saved! Pass the collection plate, we need four more years of this! Hallelujah!

You get the picture. Bush is in the cat bird's seat. He can manipulate the public with what they call "perception management". Bush/Rove are more interested in the appearance that jobs are coming back, than in the reality that the race to the bottom for workers and the environment continues, if only at a slightly slower pace.
