Impossible. Here's but one significant reason why. You'd
have to abolish Affirmative Action as it currently
operates. If you think that Federal Employees in general
have cushy jobs & they are nearly impossible to fire, try
taking action against a Federal employee who falls under
Affirmative Action's guidelines.

This alone has created a massive amount of non-productive
employment in government, so much so, that non AA staff
productivity is negatively affected in many ways.

Affirmative Action is widely abused (No, not by everyone
everywhere, but it is widely abused none the less.). It is
a Critical Element for management that directly affects
their merit pay & their promotions. AA essentially forces
management to increase staff covered under AA regardless
of merit. It forces them to promote & award them
regardless of their performance - that is if they want to
keep their jobs, earn merit pay & get promoted themselves.

And when an AA employee has performance or other
actionable issues, they are regularly ignored. Little or
no action is ever taken.

I left the Gov't after nearly 14 years of witnessing this
widespread abuse. It was a grand idea that, like Welfare,
only created more problems than it solved.
