An obesity tariff, perhaps? Were that the case. Sugar: a fuel at heart. But also a drug like substance with mood altering affects. Very high impact costs when one accounts for diabetes, and other undesirable effects. It seems just about everything we consume includes some potential harm. That sure does sound ridiculously high.
