Thats rather unspecific. It could mean that the force was commited by NATO, it could mean that NATO as an organization formally supported the action, it could mean the majority of nations in NATO supported the action with words or deeds but as seperate nations not as NATO, or it could mean that some NATO countries supported the action.

I think you mean the third. If so I'm not sure that the majority of NATO countries expressed support for our actions in Vietnem, Granada, and Panama.
