Richard, In a nutshell, this proposal for "deregulation" is a sop for the power marketers. Their only regret was that the full burden of their market manipulation couldn't immediately be passed on to the unwary consumer, due to the remnant regulatory clauses of A.B. 1890. The Governator appears ready to destroy the consumers of California for the sake of a rapacious breed of criminals called "marketers". This author, Thorsten Fischer, seems astonishingly ignorant of the fact that several marketers have gone to prison or paid fines for manipulating the California power market. He's a naive twit.
