Medicare is a troubled program no matter what. With the baby boomers ready to start accessing the program in 2010, it was already baked in the cake years ago that there would be a fiscal crisis. Clinton wisely attempted to rein in fiscal imprudence and did us all a great service with the creation of the budget surpluses of 1999 and 2000.

What George Bush is doing now is to deliberately create huge deficits in order to present the country with a fait accompli in a few years time when the real crush of expenses for the baby boomers' retirement creates financial chaos and bankruptcy for the U.S.

What would have been a manageable crisis under the Clinton economic policies is going to be complete financial ruin under Bush's malevolent schemes.
