You can't claim you have a surplus when every single year
your debt increases. That means you spent more than you
took in & borrowed even more to meet your current
obligations. That is an irrefutable fact.

If you want to claim Clinton had a surplus, he had to
generate more revenues than were expended, regardless of
what prior obligations the gov't debt was used for. The
debt is a current obligation to pay PERIOD!

That's the problem with revisionists. You need to lie,
distort, revise history, make excuses & live in denial of
facts & reality to make your POV work.
