The only thing keeping Bush in office is terror.

Without it, he has little to say, judging by Karl Rove's statements earlier this year, and the GOP ad running today; it'll be all-terror, all the time, until November.

If the terror spots in the world suddenly pacified, he would have a jump in the polls, for about a month.
