Our goal is to try to make it possible for these countries to install better Governments in hopes that a better standard of living for the people will quell some of the Terror.

Granted this is a tall but also a good order. But why not do it with Afghanistan, Palestine etc. There is so much opportunity for the US to build in Afghanistan and strengthen the Hands of Karzai and democracy there.
