It was 42%. That site is wrong.

Also, in those days we didn't have the huge national debt which sucks up a huge part of our budget every year and is getting worse. We didn't have the Great Society programs either. What we did have though was huge Cold War spending.
The Soviets really were dangerous in those days and they spent heavily on defense too. All madness.
