In some situations, it is a good strategy for the leader to follow. Sailing competitions or market leaders, for example. Tack to your rivals, and you'll stay ahead. That's the European vision of leadership. Don't be innovative or try anything risky - be reactive and conservative and run with the herd. That's no way to run a nation at war, which fortunately our leadership seems to understand. Derek
