Terry,

I was miscommunicating. The quotes for the Canadian government debt were increasing in yield relative to the US CD's as we went out in time, but not by much though. I assumed the difference was risk associated with foreign currency purchases.

What is critical to me is the foreign currency debt I purchase must be in a currency that is appreciating against the US dollar so my stream of income in terms of US dollars is greater over time. The foreign debt I buy I plan on holding to maturity.

It is not fun being an American investor these days.
