i wish someone with the goods on mtbe would jump in, BUT this is what i have read recently was the sequence of events (sort of). congress or some quasi-legal govt. agency was pressured and said get the lead out of the gasoline(i think it is lead tetraethyl)by this date. the oil industry recommended to congress that mtbe be the replacement for the leadtetraethyl (i have read that ethanol could have been selected too, but it would have made the gasoline more expensive.). congress said ok, mtbe it must be in our gasoline. chemical manufacturers made the mtbe in large volume.

i have also read that the mtbe is not very toxic, but has a bad smell and taste in water at 15 ppm. it sounds like congress should have gotten robert kennedy, jr. and ralph nader to sign off on the chemical additive for gasoline before making a law mandating mtbe. maybe that would immunize industry from the trial lawyers on this issue. :-) i have read just tonight that congress may dump the mtbe language from the energy bill. that might give sununu what he wants for new hampshire on mtbe (nh has like 22 law suits going on mtbe already.).

except for the obvious editorial opinions above, this is just what i have gleaned about mtbe from reading today. it would be great if a real "koenner" would step in with the industry details.
