The men who participated in the 9/11 attack were chosen by O. bin Laden. He could have chosen any crew he wanted (the original 9/11 terrorists were to be a multinational mix)...and he wanted Saudis.

An Iraqi was involved in the first World Trade Center attack - he sought and received sanctuary in Iraq.

9/11 resulted in dropping the decade old strategy of "containing Iraq". 9/11 (per OBL's declaration of Jihad against the USA) was a direct result of the Stategy of Containment, and was probably considered too expensive to continue
