Mephisto,

Rumor on the street is that Spitzer made a bargain with the devil. He could have nailed Merrill/Lynch, Morgan, Stanley and a few other Wall Street wire houses to the cross for their role in the Enron, Worldcom, Tyco and various other scandals they enabled. But Spitzer relented, imposed some trivial and meaningless fines, and for that he's likely to be rewarded with the Governor's Mansion.
