Top laser physicists are a small elite group who get together periodically and trade notes. My friend doesn't need security clearances to know the exactitude of SDI's dysfunction. Some of the SDI engineers his his former students and others his close colleagues.

Also notice the hyped stories about a potential North Korean ICBM "capable of taking out San Francisco". Actually no such missile exists but they put those stories out there to justfy the huge cost of SDI. Meanwhile, some good old-fashioned diplomacy could solve the North Korean problem.
