Since the plan doesn't kick in for a year and a half, expect the benefits to be "tweaked" between now and then by Congress. This "incentive to HMOs" may or may not help.

The Repubs want to get the whole program over to HMO, and they are right. I don't know why the Dems fight this so hard. The savings are obvious, and People should get better care. I know I do, because the $10 co-pay is low enough that I go in for maintenence checks often. The big part of that to me is the lab tests I get. That is a real key for detection and prevention.

As long as you have competing HMOs, and good supervision, it works.
