I claim no expertise on West Bank issues. One fact, though, keeps gnawing at me. At Camp David, Barak offered to dismantle a huge number of settlements, perhaps as many as 90% or more. Arafat rebuffed the offer without making a counter offer.

There have been many articles written concerning the sufficiency of the offer made by Barak. None answer to my satisfaction the reason why Arafat never countered with a proposal more favorable to the Palestinians than the one Barak had made.

Arafat was in control of the negotiations. I suspect that he could not live with an agreement, whatever its form, since it would have necessarily meant diminishing his personal role as leader of the Palestinians.
