To all Quote.com Subscribers,

Please be aware of the following changes and enhancements to the
Quote.com service.

NASDAQ Level II ECN Inclusion:
Beginning on December 7th, Island ECN data will be added to our
NASDAQ Level II window. Additionally, Quote.com is working with
Archipelago and Comstock to expedite the necessary procedures to
bring Archipelago's ArcaEx into our Level II window.

Data Center Move:
Over the next few weeks, to better serve you, we will be
consolidating our Boston, MA and Sterling, VA data centers into a new
data center in Miami, FL. Our new consolidated facility will feature
more servers than Boston and Sterling combined, an improved network
infrastructure and new high performance hardware. We expect these
changes will have an immediate and positive impact on your QCharts
experience through increased speed and data availability. These
enhancements are the first part of our planned performance and data
improvements. Some of these changes are delineated below:

Infrastructure:
We are in the final stages of developing software and architecture
enhancements which will significantly improve the level of service we
provide to our clients. These changes allow us to deliver the
increasing amount of market data more efficiently and provide the
ability to handle future increases to the feed.

Server Farm:
The new server farm in Miami, Fl. will offer enhanced redundant feeds
that provide the infrastructure needed to handle the increasing
market data being delivered from the exchanges today and in the
coming years. These new feeds resolve several issues that have
impacted our client base, including:

Data bursting: When data on highly liquid market instruments are
compacted, or grouped. This causes what clients refer to as
"bursting", where they get short bursts of data rather than a
consistent flow.

Dropped data: Issues with data dropped from our feed provider.

These new feeds are currently being added to our Santa Clara server
farm to accommodate all clients regardless of their server connection

New Island Feed Server:
We have recently deployed a new version of our Island feed handler
that manages the distribution of Island ECN data. This was a required
upgrade due to the deprecation of the previous feed interface, which
also provides additional value to our clients.

Exchange Fee Changes:
To ensure our service quality, provide additional services and
maintain the competitive base price of our products, we will be
implementing administrative fees on select real-time exchanges.
Please click on this link,
finance.lycos.com, to see the revised
exchange fees.

S&P Cash Index Data:
To date, Quote.com has been able to offer the S&P Cash Index real-
time data for free on our products. The CME has instituted new fees
for this data, so effective December 1, 2003, the S&P Cash Index real-
time data will be provided at a cost of $1 per user per month.

Current Quote.com subscribers already enrolled in a paid service
subscription and who want the S&P Cash Index real-time data will need
to add this feature by proceeding to the account management page,
finance.lycos.com, and upgrading their
service to include this real-time package.

Thank you for your continued patronage.
