Neither, it's verifiable fact that al-Qaeda and Saddam were co-operating. Were cooperating on what? Wow, I'm shocked, shocked I tell you! You know more than the Deputy Secretary of Defense. He disagrees with you. Run, do not walk, to Washington and show him your proof. He will thank you as he's still looking for justification at this late date. Answer this question (no one ever does): If OBL and Saddam had the motive and the means to use WMDs on the US for over ten years, WHY DIDN'T THEY USE THEM? Why use a high-risk, low-yield weapon aka commercial aircraft when you can use WMDs and take out the power centers of the country? What in the world were they waiting for?
