Look at the actual plan, and notice who is being represented. Americans, and Iraqis appointed by Americans, and Iraqis paid by and dependant on Americans, are the ones being represented. The Iraqi people do not directly choose any of these "representatives", and only get to indirectly choose a minority of them.

Of the 15 people on each of these provincial caucuses, 5 are directly appointed by the U.S. Occupation Authority. And, since 11 out of 15 need to agree, that means the U.S. has an effective veto on all decisions, and all "representatives". That's why 11 out of 15, and not majority voting, is used in this plan.

This is a sham democracy, to choose sham representatives. SOP in the Age of Lies.
