The sad problem is that one needs a certain preparedness to move a backward economy forward. Somebody I used to know well was a consultant to a giant foundation. He did for them a deep study of a particular African nation. This was about 20 years ago. He concluded that what the country needed was "some Chinese people." meaning some entrepreneurs. China began to advance rapidly when overseas Chinese were allowed to contribute. Once the economy went into the advancing mode many entrepreneurs from many developed countries were interested. Many countries don't have visible risk takers. Your work might have to be to look for and find them. Meanwhile they are not a field for our investment via stock purchases. Too bad.
