Ok. Iraq, the country, constituted a terrorist threat.

It did? Then why didn't it deploy over the last several decades? What was it planning to do and when and to whom?
Iraq had a million man military (such as it was) and conventional weaponry some of it manufactured...by us. Ooops.

It didn't have to resort to terrorism as it had the firepower, allegedly, to declare war on us. Why didn't it? Motive, opportunity, resources, time...why didn't he use them?

The unlawful use or threatened use of force or violence by a person or an organized group against people or property with the intention of intimidating or coercing societies or governments, often for ideological or political reasons.

Argue with the American Heritage Dictionary. It defines governments and societies as the target of terrorist activites but it cites "person" or "organized group" as the perpetrator.

I'll say it again, if Saddam was so dangerous to the US because he had the motive, opportunities, weaponry and time...why didn't he strike?
