That's still an open question.

No Civilization capable of getting into outer space would still engage in war. It would have wiped itself out before it got there.

As technology increases lethality of warfare, the politics don't keep pace. We saw two high school kids in Japan shut down the internet for 10 hours a couple years ago, and the same learning curve applies to biowarfare and genetic engineering. Smaller numbers of ill-intentioned people will be able to use greater information to create greater damage worldwide. Secrecy and accelerating technology guarantees that will happen. It's not the philosophical issue of Hegelian propositions, but the practical one of survival. What can be done to prevent that is beyond even Poindexter and Ashcroft's fondest dreams of surveillance.

The only leadership capable of preventing catastrophe in the next couple of decades is moral leadership, to slow down the numbers willing to dedicate themselves to evil tasks. Completely militarizing the planet will only increase that number.

Only that way can we see another century or so, enough time to get to the next stage you mention, imo.
