My tendency is to think somebody like Medco Health (and others) who handle large quantities of shipments here would set up in Canada and be able to handle the complexities involved. I would guess they have to handle the same kinds of problems here. Those who might do the certifying would work behind the scenes to bring this about.
At any rate, it certainly isn't an issue that would be confronted at any time soon. Still, as I noted, it could be used by the current administration as a threat should price rises get a bit too testing.
