I get the impression that a lot of the intel people at the working level had doubts, and that the decisions on what to believe in public were made largely on political grounds.

There are those on the left who are proposing that. But the CIA is not leaking that position. And it would if it was true, IMO.

There was a tendency to believe the worst at the top, rather than take a Pollyanna view. Remember, The Clinton Admin was pooh-poohing everything Terrorist to avoid having to take serious action.
