<<Though the ceasefire has not put an end to violence in the Indian-held Kashmir and the Indian soldiers fought a gunbattle with militants about a mile from the border late Thursday and early Friday, the silencing of the guns across the border in the disputed territory is a major event. After all, the two militaries have regularly pounded each other’s positions with heavy artillery and machine-gun fire, causing military and civilian casualties and uprooting residents of border villages.

A touching account of what it could mean was available in the Friday issue of The New York Times. This is how the report from a border village began: "Children laughed as they played cricket. Men and women worked peacefully in rice fields. Indian and Pakistani border guards exchanged festive gifts and friendly chats instead of gunfire". This is possible when guns remain silent along the 700 miles of volatile border.

If the people of the two countries are fortunate, the meaning of what peace means in stark human terms will remain present to their leaders when they design their national policies and sit on the table for bilateral negotiations. But the people in South Asia, irrespective of the existence or quality of democracy in their respective countries, have constantly been cheated by their rulers. Or, perhaps, they have been denied the capacity to defend their own rights. Also intriguing is the level of ignorance and fanaticism that exists at the lower depths in our societies. We still retain traces of the madness that exploded in 1947.
