Cheney picked Bush as his front man because Bush could be so easily bought off with the perks of the Presidency. I can't remember who said this, but I've heard that this is a Shrubbery special. He chooses an older (although Cheney is only a few years older) man to tag along behind and that has been the making of his career. I do not believe Shrubbery can, or is ever allowed to, stand alone. The problem is that Cheney, his latest father figure, is a lousy selection. Maybe Cheney will take a diminished role and go home to bake cookies with his family while Powell or someone less paranoid will take his place. It is a bad thing to let the PPIC wander around without guidance.
