The only reason the nations(carnal) are not elect is because God did not choose them beforehand. They can't help it. Believers are born, not of blood, nor of the will of the flesh, nor of the will of man, but of God.
Carnal Israel was blinded by God Himself.
For the creation was made subject to vanity, not willingly, but by reason of Him who hath subjected the same in hope.
Father forgive them, for they know not what they do.
For they were gathered together of a truth, in this city, against thy Holy Servant Jesus, whom thou hadst annointed- both Herod and Pontius Pilate, with them of the nations and peoples of Israel, to do whatsoever thy hand and thy counsel marked out beforehand to come to pass.
The elect are "those who are Christ's in His presence" of 1 Corinthians 15:23.
