Moreover, you didn't factor in the assassination of Ahmad Shah Massoud on Sept 9th, 2001.

I don't think that was part of the Cheney team plan. Massoud was killed by Bin Laden as a payment/favor for the trouble that Afganistan would endure for the attack. It was essentially payment for the Taliban to drop their gas pipeline deal with Unocal (and the Bushes). In that respect they were related, but Massoud was not in the "New Pearl Harbor" plan. In this complicated world Cheney is not the only one with plans.
