Yes, but the WTO decision gives him good cover, Kumar. Bush can say, "I got you protection for two years, and a respite from overseas competition. Now the WTO won't let me keep it going."

At the same time, he can go to steel users, and say, "I brought the price of steel down."

I don't remember if any posted article spelled it out, but what is happening in manufacturing is the same thing that happened in farming. We are getting increased production from fewer workers. So job loss is permanent. But new business's take up the slack.
