You know darn good and well Chappy pushed her off into the drink, waited till air bubble stopped coming up and then went to the Kennedy compound. Waited until late in the day before he went to the authorities. Just wanted to make sure she was dead before they pulled her up. Remember there was an air pocket in the car and no telling how long she was alive before she finally ran out of air. It's the same as Chappy putting a gun to her head.
