What in the world does an increase in the defense budget have to do with providing soldiers with desert-appropriate boots. They have boots from the army, they're just not the right ones.

Throwing more money at a system which can't even provide footwear is an answer? Do you think if the army had more money, they would have not have charged $8/day for hospital food? Lost your arm? Can't walk? Tough, here's your bill for your army hospital stay. Outrageous.
