Not true. The main reason that the United States developed a relationship with Pakistan, was to gain an opening with the Peoples Republic of China (who was then friendly with the Pakistan). Maybe China promoted their relationship with Pakistan to create regional instability, but I do not believe that was the goal of the United States.
