DaveM, what you say is partially correct. Pakistan was cultivated by the US to counter the growing influence of the Communist giants, China and Russia in the north. The SEATO was formed for that purpose:

India initially resisted military pacts and was one of the five founding members of the non-aligned movement (NAM) at Bandung.

But the pressure to belong to military pacts headed by the US and USSR was so strong that India went and signed an independent military pact with the USSR in 1971. But with the collapse of the Soviet Union and the rise of Islamic fundamentalism, US and Russia's strategic interests changed. And after so many years of encouraging Pakistan and India to be at loggerheads with each other (thanks to the military pacts), the US has realized that India is one of their strategic partners. However, India is asking the US for a price for its friendship. Independence and not expecting that India be tied to the hip with the US similar to Israel. India has frequently voted against the US in the UN. After all these years, Bush is the only US President (after JFK and possibly Carter) who has the desire to have closer ties with India. The counter to the axis of evil is the axis of democracy consisting of the US, Israel and India. IMHO.
