I'd say Kyoto is on life support. I think it would
be better to focus resources on hybrid cars, etc.

I wonder how many hybrids we could have paid for (tax
credits for consumers - at 15K apiece say - for the
100 billion plus we are spending on Iraq)

Let's see:

I calculate the US govt could have given about 6.7 million
people a 15K tax credit for buying hybrids. Think of all the gasoline that would save, and emissions, at 50 mpg
for something like the Toyota Prius.
