When will Canada introduce proportional representation??

Unlike many countries, legislation in Canada can be passed only with the support (or at least acquiescence) of the ruling party. Since the ruling party won under first-past-the-post, it follows that the status quo favours them. PR would more likely favour minor parties like the NDP, which is hardly in the interest of the ruling party.

The answer to your question is "never."
