Anyone might have any solution for our problem?

Our neighbor used to be quiet and nice. A few months ago, hamburger vendor trucks began to show up. Now, hamburger trucks and ice cream vendor trucks come everyday. Then 20-30 high school kids gather around after school, yelling, shouting sometimes fighting. The vendors try to clean up the garbage before they leave, but still our lawns are covered with catchup, french fries, etc. Also, sometimes it is an intimidating scene to see many high school kids gather together, screaming.

Can they stop anywhere to sell hamburger or ice cream? Is there any city regulation about hamburger vendor truck parking?
