Given the Bush Admin's go-it-alone use of preemptive military force to establish a world-wide hegemony, it's not surprising that Europeans decided that maybe it would be a good idea to establish an alternative defense force to the American dominated NATO. Needless to say, Rumsfeld was not pleased. This and other matters to be discussed in the upcoming Brussels conference. news.ft.com JMO lurqer
