If the administration thought that Saddam should be removed from office for cruelty, more or less the way Idi Amin was, then there was plenty of time to make the case, study the ramifications, and solidify support, all while the inspectors kept him in check. Since none of that was done it only proves that the occupation was ordered for other reasons.
