People who come from a developed country have already erased from their memories what life has been in their own country a few decades ago. Without that historical perspective they can't make educated judgment of facts affecting other countries in a early stage of developmnet. They have, previously, intimidated other countries -and the stupid countries bought the idea!!- that you need a population of PhDs to develop. That you need OSHA rules for factories to work or a couple of old ladies going from desk to desk to see if the chairs are ergonomic. My theory that it was not the Max Planck Institut neither the University of Tokyo that make Germany and Japan. is being proved right no in China. It is people hell bent on looking for a better life by hard work. OK, once they get rich they will tell that it was the scientists who made China rich.
