Granting licenses for a few million dollars that are thought to have a market value 100 times greater than what was paid is indeed "giving it away". The power to allocate resources to oneself through the non-democratic political process under the US military occupation is indeed a method of cashing in on the spoils of war. We pay for the war while Chalabi and his friends get rich -- it looks like he was not convicted of embezzlement for nothing. The US provides him with a method of embezzling funds from US taxpayers without breaking any laws -- not a bad little business arrangement for Chalabi, and certainly much better than a Jordanian jail cell.
