sounds like corp. downsizing or consoldiation.. Most major moves for a responsible company would be early spring to fall. so families can find new homes, settle and get their children registered in new schools so kid do not get transferred in mid grade. If not able to accomplish a move of this type it does cause separation of family in order to let the children complete their school year at the old location.. Many families today value their children education and social life so much some remain at the old location until the child finishes the their years out in the school they are presently attending.. This was unheard of twenty , thirty years ago but is more popular.

Let's hope the military when closing bases can make the same adjustments.
