You must be aware that the levels at which the gasses in question become dangerous are already established, and only their concentration ABOVE these levels is called "pollution".

There are "normal" levels, and then there are higher levels that signal pollution. Is there no measurements for your city that show the polluting gases' concentrations in air in comparison to the normal levels? Local Monaco channel frequently shows the normal levels and daily measurements. I can note down the "normal" numbers, if you wish.

What we are talking about, when we mention "pollution", is naturally a concentration of polluting gases ABOVE those considered "normal", or harmless.
