The 2002 budget went into effect on 9/30/01. That is the start of the government fiscal year. That is when Bush's first budget began. Look at the huge increase from 9/30/01 to 9/30/02 and then look at another huge increase from 9/30/03 to 9/30/03. Of course the next year from 9/30/03 to 9/30/04 will dwarf all the other years.
